Make the Hawaii Small Regulatory Flexibility Act permanent. Appropriates funds for the office of small business defender.

RELATING TO INCOME TAX CREDITS

Extends the drop-dead date for the residential construction and remodeling tax credit and the cut-off date for claiming qualifying costs under the tax credit to December 31, 2005 and July 1, 2005 respectively. The bill also allows developers to transfer the tax credit to buyers of the property that was the basis of the tax credit.

RELATING TO TAXATION TO STIMULATE THE ECONOMY

Increases income tax deduction for businesses from 50% to 100% for meals and entertainment expenses. Allows business entertainment deduction for club dues.
