Allows the state to participate in a federal reimbursement program for state retail tax holidays.

RELATING TO STATE SMALL BOAT HARBORS

Requires the department of land and natural resources to contract with a private consultant to study the condition of state small boat harbors, recommend improvements, evaluate costs of improvements and funding sources, and develop a master plan; report to 2003 legislature.
