RELATING TO PEST CONTROL.

Requires the developer of any termite control system to post a performance bond with the pest control board on behalf of each of their licensed pest control operators who are required to be certified or authorized by the developer to install, inspect, and maintain the developer's termite control system.

RELATING TO A GENERAL EXCISE TAX HOLIDAY.

Establishes an annual general excise tax holiday for consumers and businesses that sell clothing under $100 on condition that businesses pass the savings on to consumers.

Allows the state to participate in a federal reimbursement program for state retail tax holidays.

RELATING TO CORPORATE DISCLOSURE.

Requires department of taxation to report on all tax benefits provided for development assistance programs. Requires counties to disclose real property tax reductions and abatements. Requires collection and disclosure of information on all forms of development assistance granted. Requires agencies granting development assistance to (1) compare projected wages with existing wages, and (2) determine value of health care coverage provided to full-time employees. Requires recapture of development assistance from recipients who fail to achieve job creation and wage and benefit goals.

RELATING TO ADMINISTRATIVE PROCEDURE.

Revises the standards for administrative rule making; makes the provisions of the Hawaii Small Business Regulatory Flexibility Act permanent; establishes a rule drafting policy task force; establishes a pilot program within department of commerce and consumer affairs to review its administrative rules.
