RELATING TO DOMESTIC VIOLENCE.

Prohibits real property agreements and written instruments from containing restrictions etc. based on status of victim of domestic violence; allows property owner to request domestic violence victim to provide proof that victim is taking appropriate action to lessen violence.

RELATING TO CONDOMINIUM PROPERTY REGIMES.

Requires both the apartment owner and the board of directors to pay for their own costs in mediating a dispute between them, unless they both agree that 1 party will pay all or a specified portion of the mediation costs.

RELATING TO CONDOMINIUM MANAGEMENT EDUCATION FUND.

Prohibits use of the condominium management education fund to purchase real property. Allows the real estate commission to assess AOAOs fees of 150% of the commission's proposed budget less the fund balance at the end of the fiscal year.

AUTHORIZING THE ISSUANCE OF REVENUE BONDS AND MAKING AN APPROPRIATION FOR STUDENT HOUSING.

Authorizes the housing and community development corporation of Hawaii to issue $15,000,000 in revenue bonds for plans, land acquisition, design, and construction for a student housing and mixed-use project at the site of the Atherton YMCA.

RELATING TO CAPTIVE INSURANCE.

Increases the minimum allocation to the captive insurance administrative fund from $250,000 to $1.5 million. Eliminates the premium tax rate differential between pure captives and other captives. Establishes a declining premium tax rate schedule for all classes of captives.

RELATING TO CHILD SUPPORT ENFORCEMENT.

Allows Child Support Enforcement Agency to lien assets transferred to a third party by obligor to avoid a lien arising from delinquency in payments; establishes conclusive presumption of avoidance if obligor is more than 3 consecutive months delinquent in payments at time of transfer.

RELATING TO FINANCIAL SERVICES LOAN COMPANIES.

Adds new article 9 and 9A, depository financial services loan companies to chapter 412. Repeals current article 9.

RELATING TO THE UNIFORM ATHLETE AGENTS ACT.

Adds new chapter, Uniform Athlete Agents, that establishes service of process procedure for nonresident agents; provides requirements, procedures, and fees for agent registration; required form for agency contract. Establishes student-athlete's right to cancel contract.

MAKING AN APPROPRIATION TO HIRE SECURITY GUARDS AND TO PURCHASE SECURITY CAMERAS FOR SENIOR AND DISABLED RESIDENCE COMPLEX. .

Appropriates funds for State senior and disabled resident complex for security measures.

Extends from 3 to 10 days the right to cancel a door-to-door sales contract.
