RELATING TO HAWAII HURRICANE RELIEF FUND.

Effectuates the transfer of the balance of the Hurricane Reserve Trust Fund from the Hawaii Hurricane Relief Fund to the general fund. Immunizes the State, the Hawaii Hurricane Relief Fund, and its officers, agents or employees from liability arising out of any actions relating to the transfer of any moneys from the Hurricane Reserve Trust Fund to the general fund.

RELATING TO HAWAII HURRICANE RELIEF FUND.

Requires HHRF to develop and implement a two-year pilot program to provide grants to residential property owners for installation of HHRF-approved wind damage mitigation devices that lessen the probability of property loss from strong winds. Appropriates funds.

RELATING TO INSURANCE.

Authorizes HEMIC to establish a subsidiary mutual insurance company that provides hurricane insurance. Repeals the Hawaii Hurricane Relief Fund and transfers fund moneys to HEMIC. Requires the Insurance Commissioner to administer a hazard mitigation grant program.

RELATING TO CONDOMINIUM PROPERTY REGIMES.

Requires both the apartment owner and the board of directors to pay for their own costs in mediating a dispute between them, unless they both agree that 1 party will pay all or a specified portion of the mediation costs.

RELATING TO CONDOMINIUM MANAGEMENT EDUCATION FUND.

Prohibits use of the condominium management education fund to purchase real property. Allows the real estate commission to assess AOAOs fees of 150% of the commission's proposed budget less the fund balance at the end of the fiscal year.

AUTHORIZING THE ISSUANCE OF REVENUE BONDS AND MAKING AN APPROPRIATION FOR STUDENT HOUSING.

Authorizes the housing and community development corporation of Hawaii to issue $15,000,000 in revenue bonds for plans, land acquisition, design, and construction for a student housing and mixed-use project at the site of the Atherton YMCA.

RELATING TO TAXATION.

Amends law to apply low income renters income tax credit to renters of real property that is exempted from real property taxes.

RELATING TO TAXATION.

Allows telecommunications businesses to reasonably segregate income subject to general excise tax from income subject to public services company tax based on business records.
