RELATING TO TELECOMMUNICATIONS.

Amends the public utilities commission law to allow local exchange carriers to petition the commission to elect to have its rates, terms, and conditions for retail services determined pursuant to an alternative plan regarding the offering of basic telecommunications services.

RELATING TO INSURANCE LICENSES.

Authorizes the Insurance Commissioner to issue rental car companies a limited license to sell individual accident, casualty, and other travel or vehicle-related insurance coverage that is incidental to the rental of passenger vehicles.

RELATING TO PUBLIC ACCESS CABLE TELEVISION.

Provides that boards of cable television access are not to be selected by the DCCA.

RELATING TO PROFESSIONS AND OCCUPATIONS.

Requires licensing authorities to suspend the license of health care professionals who default on certain state- or federally-guaranteed educational loans.

HB 2245

RELATING TO LEASEHOLD.

Requires, in leasehold renegotiations, that a rent based on fair market value shall apply even if value is lower than existing rent and contract bars the lowering of rent upon renegotiation. Allows a one-time rent adjustment to reflect fair market value for any existing lease renegotiated after 1/1/90.
