RELATING TO THE UNIFORM ATHLETE AGENTS ACT.

Adds new chapter, Uniform Athlete Agents, that establishes service of process procedure for nonresident agents; provides requirements, procedures, and fees for agent registration; required form for agency contract. Establishes student-athlete's right to cancel contract.

RELATING TO THE REVISED UNIFORM COMMERCIAL CODE ARTICLE 9 – SECURED TRANSACTIONS.

Amends definition of "agricultural lien" to include a security interest in farm products; amends "health-care-insurance receivable to include obligation for future goods or services. Adds a sale by an individual of an account that is a right to payment of lottery or other chance winnings as a security interest perfected upon attachment.

RELATING TO INTOXICATING LIQUOR.

Repeals section 281-33.1, HRS, which allows individuals to apply for permits to receive single shipments of liquor from outside the State for personal use and consumption.

RELATING TO WORKERS' COMPENSATION.

Extends workers' compensation insurance exemption to employers owning 50% or more of a limited liability company or a limited liability partnership.

RELATING TO FINANCIAL SERVICES LOAN COMPANIES.

Repeals existing article 9 of chapter 412, relating to financial services loan companies, and replaces it with a new article regulating financial services loan companies.
