Establishes protections governing the relationship between motor vehicle dealers and motor vehicle manufacturers.

RELATING TO INSURERS.

Requires insurers to maintain a claims service office in the State. Exempts individuals domiciled in the State and performing certain insurance-related services from the licensure requirements for adjusters.

RELATING TO THE SUPERVISION OF CHARITABLE TRUSTS AND NON PROFITS ACT.

Gives the AG express statutory oversight authority over nonprofits as well as charitable trusts. Requires charitable trust and corporations (other than religious organizations) to register with the AG by submitting a copy of their federal tax return. Ensures that funds solicited by and donated to charitable organizations by the community are truly applied for the charitable purposes intended by the donors. Requests the DOT and DCCA to provide a list of organizations granted tax exempt status and registered nonprofits and access to tax information.

RELATING TO THE TAXATION OF MOBILE TELECOMMUNICATIONS SERVICES.

Recommends statutory provisions to conform to the federal Mobile Telecommunications Sourcing Act ("MTSA"), P.L. 106-252 (July 28, 2000), which takes effect on August 1, 2002.

RELATING TO REAL ESTATE

Reduces regulatory requirements for limited-equity housing cooperatives. Revises the licensure requirements for out-of-state real estate licensees who have previously met equivalent prelicensing requirements by authorizing the Commission to enter into formal license reciprocity or recognition agreements. Streamlines regulatory requirements for condominium managing agents.

RELATING TO CONDOMINIUM MANAGEMENT EDUCATION FUND.

Prohibits use of the condominium management education fund to purchase real property. Allows the real estate commission to assess AOAOs fees of 150% of the commission's proposed budget less the fund balance at the end of the fiscal year.
