Appropriates $45,000,000 for agricultural water development; restricts $5,000,000 for federal aid financing or reimbursement. (BUEN)

MAKING AN APPROPRIATION FOR THE STATE AGRICULTURAL WATER USE AND DEVELOPMENT PLAN.

Appropriates unspecified amount to the department of agriculture to draft the state agricultural water use and development plan with assistance from the commission on water resource management. (INOUYE)

Establishes a state invasive species administrator/coordinator and authorizes the departments of agriculture, health, and land and natural resources to enter private property for the purpose of controlling or eradicating alien invasive species. (ENGLISH)

RELATING TO AGRICULTURE.

Permits a county to allow on lands with soil productivity rating class C, D, E, or U farm dwellings, employee housing, farm buildings, or other uses related to farming and animal husbandry. Defines "farm dwelling" as single-family dwelling, including clusters permitted within agricultural parks or where agricultural activity provides income to the family occupying the dwelling or the agricultural activity involves native Hawaiian plants. RELATING TO PUBLIC LAND LEASES.

Authorizes the Board of Land and Natural Resources to extend an agricultural lessee's lease to amortize the lessee-financed improvements made to the land and to allow lessee additional time to make productive use of the land when productivity was negatively affected by special circumstances. RELATING TO AGRICULTURAL LEASES.

Allows a qualified tenant whose agricultural lease is nearing expiration to petition the DLNR to place an advertisement to determine whether other persons are interested in bidding for a lease on the land. (BUEN)
