RELATING TO THE REVISED UNIFORM COMMERCIAL CODE ARTICLE 9 – SECURED TRANSACTIONS.

Amends definition of "agricultural lien" to include a security interest in farm products; amends "health-care-insurance receivable to include obligation for future goods or services. Adds a sale by an individual of an account that is a right to payment of lottery or other chance winnings as a security interest perfected upon attachment.

RELATING TO A SEAL OF QUALITY FOR FRESH AND PROCESSED AGRICULTURAL PRODUCTS.

Establishes a seal of quality program that establishes seals to indicate the quality of fresh and processed agricultural products produced in Hawaii.

RELATING TO HYDROELECTRICITY.

Establishes the irrigation system special fund. Requires proceeds from the sale of electricity from low-head hydroelectric plants that utilize water from state irrigation projects to be deposited into the special fund. Proceeds shall be used to operate and maintain state irrigation projects. Requires public utilities to purchase electricity. Authorizes issuance of $5,000,000 in general obligation bonds to construct low-head hydroelectric plants.

MAKING AN APPROPRIATION FOR THE CONTROL OF FIREWEED.

Appropriates $50,000 to implement short-term methods for the control of fireweed.
