RELATING TO HYDROELECTRICITY.

Establishes the irrigation system special fund. Requires proceeds from the sale of electricity from low-head hydroelectric plants that utilize water from state irrigation projects to be deposited into the special fund. Proceeds shall be used to operate and maintain state irrigation projects. Requires public utilities to purchase electricity. Authorizes issuance of $5,000,000 in general obligation bonds to construct low-head hydroelectric plants

RELATING TO IRRIGATION WATER SYSTEMS.

Establishes the Irrigation Water Hydroelectric Power Demonstration Project to be administered by the Agribusiness Development Corporation. Appropriates funds for development of the project.

RELATING TO THE HAWAII AGRICULTURAL LAND PRESERVATION ACT.

Allows owners of agricultural lands, subject to approval of chairperson of board of agriculture and county council, to place lands in agricultural preservation districts. Provides criteria for eligibility. Restricts uses of lands in districts to agricultural uses. Exempts agricultural products produced in districts from GET, and exempts lands from property taxes.

RELATING TO AGRICULTURE.

Establishes a task force on agriculture industry development.

MAKING AN APPROPRIATION FOR THE WAIAHOLE WATER SYSTEM.

Makes an appropriation of $200,000 to the Waiahole Water System Revolving Fund to enable the Agribusiness Development Corporation to make necessary improvements to the Waiahole Water System as required by the Commission on Water Resource Management.

Provides standards, criteria, to conserve and protect agricultural lands through designation of important agricultural land. Allows transfer of development credits. Provides incentives for landowners to keep important agricultural lands in agricultural uses.

Establishes standards and criteria and process for identification of important agricultural lands. Provides a one-time process to reclassify lands of low agricultural resource value to the rural land use district. Amends the permissible uses within the rural land use district
