PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 6, OF THE HAWAII CONSTITUTION, TO CHANGE THE ELIGIBILITY REQUIREMENTS FOR MEMBERSHIP IN THE SENATE OR HOUSE OF REPRESENTATIVES.

Proposes an amendment to article III, section 6, of the State Constitution to require that, prior to filing nomination papers for the primary election, a candidate for state legislative office shall be a qualified voter in the district that the candidate seeks to represent.

PROPOSING AMENDMENTS TO THE HAWAII CONSTITUTION TO ESTABLISH 2002 AND EVERY TENTH YEAR THEREAFTER AS REAPPORTIONMENT YEARS AND TO REQUIRE THAT STATE LEGISLATIVE DISTRICTS BE REAPPORTIONED INTO MULTI-MEMBER DISTRICTS.

Amends the state constitution to establish the year 2002 and every 10th year thereafter as reapportionment years and to require the representatives' districts to be reapportioned into 24 2-member districts, and 1 3-member district.

Increases the legislator's per diem allowance to $120 for intrastate travel. Ties the legislator's per diem allowance for out-of-state travel to the Federal Travel Regulation and foreign travel to section 925, a supplement to the Department of State Standardized Regulations (Government Civilians, Foreign Areas).

RELATING TO SUBMISSION OF REPORTS TO THE LEGISLATURE.

Requires the legislative reference bureau to track and monitor submission of annual and other reports to the legislature. Requires agencies to submit summary or highlights of each report, and post electronic copy of report on agency's website.
