Appropriates funds to the office of the legislative auditor to conduct an actuarial study regarding Hawaii's long-term care needs.

RELATING TO LONG-TERM CARE FINANCING.

Appropriates funds for a study on the feasibility and advisability of establishing a state program of long-term care that offers protective coverage to the largest number of people reasonably possible. Requires that DOH provide the 2003 legislature with findings and recommendations, and that DOH prepare legislation for introduction in the 2003 session.

RELATING TO CORRECTIONS.

Requires adult women charged with or convicted of crimes and juvenile females adjudicated for offenses that would be crimes if committed by an adult or who are adjudicated delinquents, to be provided a range and quality of programming substantially equivalent to the range and quality offered to males. Establishes a resident advisory board or boards comprised of residents who are directly assisted by the housing and community development corporation of Hawaii under the federal assistance programs.

RELATING TO HOUSING.

Provides that of the twenty-five per cent that is paid into the rental housing trust fund from the taxes collected from the conveyance tax, one-half is to be used for the homeless assistance program under the housing and community development corporation of Hawaii. Appropriates funds out of the rental housing trust fund to the housing and community development corporation of Hawaii to operate the women and families shelter under the Institute for Human Services, Inc.
