Adds major depression to definition of serious mental illness; repeals lifetime cap of not less than two treatment episodes for alcohol or drug dependence; requires compliance with QUEST; confirms repeal date of June 30, 2003, for 2000 amendments to repeal date of chapter of July 1, 2002
