RELATING TO FUNCTIONAL PLANS.

Transfers the responsibility for preparing guidelines for the preparation of state functional plans from the Department of Budget and Finance to the Office of Planning.

RELATING TO UNCLAIMED PROPERTY.

Allows purchasers of Hawaii State and county issued bonds to claim money such as interest payments and redemption proceeds from the State's Unclaimed Property Program in perpetuity.

RELATING TO THE SHORT-TERM INVESTMENT OF STATE MONEYS.

Clarifies and makes technical changes regarding short-term investment of State moneys. Provides additional investment options for the state treasury.

RELATING TO THE REPEAL OF OUTSTANDING AUTHORIZED BUT UNISSUED SPECIAL PURPOSE REVENUE BONDS.

Repeals issuances of special purpose revenue bonds, as of June 30, 2001, which do not provide for lapsing dates and for which there has been no action taken in at least eight years.

Requires authorizations to issue special purpose revenue bonds to lapse three years after the authorization date.
