Allows an individual whose state income tax liability for any taxable year is $2 or more to designate $2 of the same to be paid over to the revolving fund. |

RELATING TO EDUCATION. Amends the Hawaii Revised Statutes to make the department of education a political subdivision headed by the board of education, and gives the board the authority to enact an education excise tax. |
