Appropriates funds to the DOE for full-time registrar positions, and for necessary consultant services and goods.

RELATING TO EDUCATION.

Establishes the Pearl City high school cultural center reserve account in the state treasury. Requires moneys in the reserve account to be used for the repair and maintenance of the cultural center, including the purchase of equipment and supplies. Transfers excess moneys to the state general fund.

Requires the DOE, beginning with the 2002-2003 school year, to operate an elementary school, grades kindergarten to 6, for gifted and talented students in the Pearl City high school complex.

RELATING TO THE REPAIR AND MAINTENANCE OF SCHOOLS.

Establishes the school-level minor repairs and maintenance revolving fund to provide moneys for school-level minor repairs and maintenance accounts. Allows an individual whose state income tax liability for any taxable year is $2 or more to designate $2 of the same to be paid over to the revolving fund.

RELATING TO EDUCATION.

Amends the Hawaii Revised Statutes to make the department of education a political subdivision headed by the board of education, and gives the board the authority to enact an education excise tax.
