Enables the Hawaii Community Development Authority to issue special facility revenue bonds for eligible projects, including an ocean service center in the Kakaako community development district.

A BILL FOR AN ACT RELATING TO THE PREVENTION OF THE FILING OF FRIVOLOUS FINANCING STATEMENTS.

Enables the bureau of conveyance to distinguish between legitimate and unauthorized financing statements and to be able to reject those that are frivolous.
