Authorizes issuance of up to $25,000,000 in special purpose revenue bonds to assist Hilo Coast Power Company, a division of Brewer Environmental Industries, LLC, an industrial enterprise for the construction of a waste-to-energy facility at Pepeekeo on the Big Island. (SD1)

RELATING TO THE DISPOSITION OF ABANDONED OR SEIZED PROPERTY ON PUBLIC LANDS.

Establishes minimum amounts for which personal and public notice and public auction are required for property abandoned or seized on public lands. Clarifies that the amounts due the State by the owner of abandoned or seized property shall be offset first in any sale of property or in any judgement againtst the State.
