Amends powers of School To Work Executive Council; administratively places Council within the Department of Education; reinstates the Director of Human Services on the Council and removes the Director of Human Resources Development; and appropriates unspecified funds for the Council.

Allows the Department to assess tuition to cover the expenses for non-funded supplemental,discretionary, and out-of-school time instructional programs.

Allows the Hawaii Library Foundation and the Friends of the Library of Hawaii to conduct for-profit enterprises at state library facilities, and to deposit the net proceeds of those enterprises to their respective trust fund.

Makes permanent the authority of the State Librarian to administratively reallocate vacant positions and establish temporary positions.

RELATING TO STUDENT LOAN FUNDS.Authorizes Secondary Market Services Corp.--Hawaii, the state-designated student loan secondary market, to purchase student loan notes held by mainland financial institutions.

Offers an incentive to state teachers to take professional development course work by allowing them a 100% state tax deduction on tuition costs. (SD1)

Appropriates funds to create Volunteer Incentives Program in DOE; provides income tax deduction for private individuals/entities for services provided to public schools; school to receive quarterly payments based on volunteer services received.

Relating to coaches.

Requires coaches coaching for the DOE to be paid on an allocation basis. Requires coaches to receive allocation increases commensurate to those collectively bargained for teachers. Appropriates funds to increase the base allocations of coaches who are employed by the DOE in other capacities by one hundred per cent and coaches who are not employed by the DOE in other capacities by fifty per cent. RELATING TO TEACHERS.

Appropriates funds for tuition reimbursement for department of education teachers who pursue continuing education for professional development. (SD1)
