Transfers responsibility for the tourism special fund to the department of business, economic development, and tourism; establishes the five-year tourism marketing plan under chapter 203 in chapter 201; establishes the tourism registry in chapter 201; repeals chapters 201B and 203, Hawaii Revised Statutes. RELATING TO TOURISM.

Assigns responsibility to market, operate, manage, and maintain the Hawaii convention center facility to the Hawaii tourism authority (HTA); increases membership of the HTA board; requires HTA contracts over $50,000 to be approved by legislature; restricts administrative expenses in the tourism special fund to two per cent and total annual spending to $60,000,000 unless otherwise approved by the legislature; increases the transient accommodation tax rate by 1 per cent for every increase of 500,000 visitors over 7,500,000 until the tax rate is 10.25 per cent; allocates TAT moneys to state parks special fund. RELATING TO TOURISM MARKETING.

Dedicates not more than twenty per cent of the moneys to be expended by the Hawaii Visitors and Convention Bureau from the tourism special fund to market Hawaii as a place where business can take place, particularly in areas where Hawaii is globally competitive. (SD1)

Authorizes an emergency appropriation for fiscal year 2000-2001 for Felix consent decree requirements. (SD1)

MAKING AN EMERGENCY APPROPRIATION FOR THE DEPARTMENT OF HUMAN SERVICES.

Seeks emergency appropriation to allow the Department to comply with the court order in Felix v. Cayetano, which requires the Department to hire additional personnel and expand services for the child welfare services population.

Authorizes an emergency appropriation of general and special funds to the DOH for services provided by the Child and Adolescent Mental Health Division.

MAKING AN EMERGENCY APPROPRIATION FOR EARLY INTERVENTION SERVICES.

Authorizes an emergency appropriation ($7,217,390) to supplement the existing budget to provide early intervention services mandated by P.L. 105-17, the Individuals with Disabilities Education Act, part C, and required for compliance with the Felix v. Cayetano revised consent decree filed August 3, 2000.
