RELATING TO SPEEDING.

Establishes fines for motorists who are convicted of driving their motor vehicles at speeds greater than the maximum speed limit in school zone or construction areas.

Provides for the automatic certification of motorcycle operator education programs operated by the military; provided that certain standards are met.

Permits every person possessing a valid driver's license to operate a passenger car, bus, truck, or van to also operate a motor scooter.

RELATING TO MOTOR VEHICLES.

Requires an applicant subject to the Military Selective Service Act to be in compliance prior to obtaining or renewing a motor vehicle driver's license or instruction permit. Requires the designated county examiner of drivers to forward applicant's information to the Selective Service System.

RELATING TO ADMINISTRATIVE REVOCATION OF DRIVER'S LICENSES.

Increases the period of administrative revocation of driver's licenses for refusal to be tested to determine alcohol concentration to 10 years if the arrestee was involved in a collision resulting in death or serious bodily injury.

Transfers all state highways functions and funding to the counties. Gives each county jurisdiction over all state highways in that county.
