RELATING TO MOTOR VEHICLES.

Changing the time to forward certificates of ownership to the director of finance from thirty to sixty days when the certificate of ownership is from a jurisdiction outside Hawaii.

Permits motor vehicle backup warning beepers to be disabled between 10:00 p.m. and 6:00 a.m. if the act of switching off the beeper activates a rear view camera system.

Provides for special number license plates for disabled veterans.

Increases towing fees from $50 to $55 for a tow, from $60 to $65 for a tow using a dolly, from $25 to $30 for multi-level towing surcharge, and increases mileage charge from $5 to $6.50 per mile. Specifies the days and times when towing companies are entitled to overtime charge everyday.

Appropriates funds to establish and implement a permanent intra-island water ferry transportation system (system), provided that the department of transportation works collaboratively with the counties, the federal government, and interested public and private parties in establishing and implementing the system.

RELATING TO TAXATION.

Provides an exemption to the general excise and use taxes for amounts received for the leasing of aircraft engines used in interisland transportation.

Authorizes issuance of special facilities revenue bonds for improvements to harbor facilities for use by Rainbow Island Express to operate an inter-island and intra-island ferry service.
