Makes an appropriation to the disability and communication access board to administer a program to provide an equitable distribution to the counties to cover the costs of administering volunteer disabled parking programs

Empowers each county to regulate the acquisition by taxi companies of wheelchair accessible vehicles so that individuals with disabilities in each county may have access to wheelchair accessible taxis or other vehicles.

Requires counties to inform public passenger vehicle operators of the statutory requirement to allow guide, signal, or service dogs to ride in vehicles while accompanying a blind, deaf, or visually or physically disabled person, and of the penalty for violation; clarifies that the person with the dog is liable for any damage done to the vehicle by the dog.

Requires governor and mayors to finalize implementation plans to eliminate duplication of state and county services and develop a timetable determining who delivers services by either agency agreement or managed competition; reports to legislature in 2002, 2003, and 2004 on savings and levels of services.

Requires a semiannual report from each county listing every change order, contract modification, or other contract price adjustment which causes the county's expenditure for a county construction project assisted by the State to increase by either: (1) 5% of the original contract amount; or (2) $50,000.

Transfers responsibility for enforcing the laws regarding the owner-builder licensing exemption and registration from the Regulated Industries Complaints Office to the counties. Establishes fines for violators.

Authorizes issuance of special facilities revenue bonds for improvements to harbor facilities for use by Rainbow Island Express to operate an inter-island and intra-island ferry service.

Appropriates general funds for deposit into the animal quarantine special fund to reduce quarantine user fees.
