Expands the exemption from Public Utilities Commission regulations to include public utilities owned and not operated by the State or its political subdivisions, provided that the State or its political subdivisions shall not use fees generated by the operation of utilities owned but not operated by the State or its political subdivisions for general funded operations or non-utility related expenses or projects. |
