Requires all new public school buildings designated by the State or counties as hurricane shelters to be built in accordance with criteria adopted by the adjutant general/director of civil defense. Requires the adjutant general/director of civil defense to adopt criteria to regulate the construction of all new public school buildings designated as hurricane shelters. Makes appropriation for hurricane shelters.

Requires the attorney general to prepare written guidelines to assist state and county agencies in the identification of actions that may constitute takings of private property; requires assessment of a taking prior to any action and establishes guidelines for the assessment.

Repeals sunset date on the temporary waiver of liability the State and counties currently have when adequate warning signs are displayed at public beach parks.

As to liquor law, clarifies what items shall be included in the investigator's report and to whom a copy of that report shall be furnished. Clarifies procedures for protests concerning applications for liquor licenses.

Requires that an application filed with the public utilities commission be complete and available for public review before the period for filing a motion to intervene in a proceeding based on the application begins to run.

MAKING AN APPROPRIATION FOR PARKING FOR PERSONS WITH DISABILITIES.

Appropriates $        in FY 2001-2002 as grant-in-aid to counties for administration of the program to issue removable windshield placards for parking to qualified persons with disabilities.

WRITTEN TESTIMONY: Persons wishing to submit written testimony should submit 25 copies of their testimony to the committee clerk, Room 218, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

oral testimony: persons wishing to testify at the hearing must register to testify PRIOR TO THE HEARING by calling the committee clerk or filling out a testimony form prior to the start of the hearing. PERSONS MUST REGISTER TO TESTIFY EVEN IF WRITTEN TESTIMONY HAS ALREADY BEEN SUBMITTED. TESTIMONY AT THE HEARING WILL BE LIMITED TO THREE (3) MINUTES FOR EACH TESTIFIER.
