relating to the computation of a basic needs budget.

Appropriates $65,000 to DBEDT to contract for a basic needs budget for Hawaii to be submitted before the 2002 regular session.

relating to state and countY tort liability.

Provides the State, counties, and lifeguards immunity from liability against damages arising from the operation of beach parks.

relating to dogs.

Allows dogs in public parks and on public beaches during all hours of a day. Applies to state and county parks and beaches. Appropriates funds to the counties.

SB 604

RELATING TO TORTS.

Extends state tort liability to include indemnification of counties against damages arising from the operation of certain beach parks by a county.

SB 645

relating to Electronic age verification.

Requires magnetic strips or bar codes to be placed on all driver's licenses and state civil identification cards to allow for electronic verification of the age of the licensee and detection of fraudulent cards. Requires use of optical scanners to verify age at the time of alcohol sales. Imposes penalties.

relating to the development of a multi-purpose sports complex with world trade office and industrial complex.

Requires selection of public lands as the site for a multi-purpose sports complex with a world trade office and industrial complex. Establishes the area as an enterprise zone.

relating to landowner liability.

Amends landowner liability law as to recreational use to clarify purpose, include exceptions to immunity in liability and duty of care provisions, relieve landowner from duty to investigate risks, and make user liable for attorneys fees and court costs if landowner is found not liable under an exception to immunity.
