Allows the governor to contract for private sector operation of correctional facilities. Establishes criteria necessary for an acceptable contract for privatized operation of a correctional facility.

Exempts the position of the correctional Health Care Administrator and authorized physician positions within the Department from collective bargaining provisions. Establishes a correctional health care program within the Department.
