relating to collective bargaining.

Restricts an arbitration panel's ability to factor in outside sources of revenue when determining salary and wage adjustments in collective bargaining agreements.

RELATING TO PUBLIC EMPLOYEE HEALTH BENEFITS.

Establishes the Hawaii Employer-Union Health Benefit Trust as a single health benefit delivery system for State and county employees and provides the necessary flexibility and authority to develop health benefit plans.

RELATING TO the employees' retirement system.

Gives current conservation and resources law enforcement officers of the department of land and natural resources the option of converting from class C to class A members of the Employees' Retirement System (ERS). Allows officers to retire without penalty after 25 years of service in that capacity. Provides that all officers hired after June 30, 2001, are to be designated class A members.

Clarifies exclusion for student workers.

Authorizes civil actions for violations of law regarding hiring employees during labor disputes. Prohibits an employer from permanently replacing an employee involved in a labor dispute unless the employee has voluntarily resigned.

MAKING AN EMERGENCY APPROPRIATION FOR HEALTH FUND PREMIUMS.

Appropriates additional emergency funds in fiscal year 2000-2001 to pay for the State's employer portion of health fund premiums.

Deletes the requirement that financial audit costs be paid from trust funds of the Hawaii Public Employees Health Fund.

Allows the Health Fund to return the employees' share of insurance carrier refunds to beneficiaries based on their years of benefit plan participation

Grants civil service status to the employees of the support services office of the department of human services' social services division and the nursing home without walls program under the department of human services' adult and community care services division.
