RELATING TO ELECTIONS.

Establishes a pilot program for the city and county of Honolulu council election of 2002 providing for public funding for candidates who voluntarily abide by specific contribution and expenditure limits; and appropriating $150,000 to the campaign spending commission to provide support staff for the program.

RELATING TO ELECTIONS.

Provides that expenditures or financial assistance by a political party to a candidate, with or without the cooperation, consultation, request, or suggestion of the candidate, shall be a contribution to and an expenditure by the candidate.

Allows voter with physical disability to receive a ballot outside the polling place but within the 100 feet area and allowed to vote.

RELATING TO ELECTIONS.

Clarifies that "qualifying campaign contributions" applies to individual residents of Hawaii. Removes the authority of the campaign commission to censure any candidate who fails to comply with the code of fair campaign practices. Increases candidate funding amounts. Increases the qualifying campaign contribution amounts for the office of prosecuting attorney for Honolulu, the office of county council for the county of Maui, the office of state senator, and the office of state representative.

Requires the elections appointment and review panel to submit to the legislature the findings and recommendations from the biennial performance evaluation before each regular session held in even-numbered years instead of odd-numbered years; makes appropriation.

Includes first and second degree penal sanctions against any person who intentionally or recklessly acts in a manner likely to be injurious to the physical or mental welfare of a person who is unable to care for himself because of a physical or mental disease, disorder, or defect.

RELATING TO DEOXYRIBONUCLEIC ACID TESTING.

Ensures the availability of DNA testing in appropriate cases and that wrongfully convicted persons have an opportunity to establish their innocence through DNA testing, by requiring the preservation of DNA evidence for a limited period.

RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Implements certain LRB study recommendations concerning access and use of criminal history record information to conduct criminal history record checks for noncriminal justice employment and licensing screening; creates working group to make recommendations on policy issues raised by study.
