Extends the sunset date of Act 230, Session Laws of Hawaii 1998, relating to the managed process for public-private competition and the effect of Konno v. County of Hawaii, from 6/30/01 to 6/30/03.

relating to labor disputes.

Authorizes civil actions for violations of law regarding hiring employees during labor disputes. Prohibits an employer from permanently replacing an employee involved in a labor dispute unless the employee has voluntarily resigned.

RELATING TO EMPLOYMENT PRACTICES.

Amends the whistleblowers' protection act by expanding protected activities, extending the limitations period, and increasing fines. (SD1)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Clarifies that the requirements to report to the legislature annually on lands leased or subleased applies only to those lands leased in accordance with chapter 171.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Authorizes the Department to require a successor or successors who receives a homestead lease due to the death of a lessee leaving no qualified successor, or the cancellation of a lease by the Department, or the surrender of a lease by the lessee, to secure private financing to repay any advances made from the Hawaiian home loan fund or Hawaiian home general loan fund.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Exempts the descendants of native Hawaiian individuals who received a homestead lease pursuant to the Acts of 1934 and 1952 referenced in section 209(a) from the blood requirements to succeed to homestead lease in the same manner that non-native Hawaiians are currently exempt. Authorizes community-based self determination on Hawaiian home lands. (SD1)

Requires that a majority of the Hawaiian homes commission be comprised of members with at least one quarter Hawaiian blood.

RELATING TO THE ELECTION OF THE BOARD OF TRUSTEES OF THE OFFICE OF HAWAIIAN AFFAIRS.

Amends the requirements for election of OHA Trustees so that four are elected at-large and the remaining five are elected by island. Requires the five trustees elected by island to be residents of the island to which election is sought. Requires the reapportionment commission to review recommendations.

Requires all drivers under age eighteen to be accompanied by a licensed driver over age twenty-one when driving between 11:00 p.m. and 5:00 a.m. (SD1)

Extends validity of temporary instruction permit from 180 days to one year.

Requires the police to compel drivers to take a blood or urine test, or both, to determine a person's drug content. Amends the definition of "drug" to mean any chemical substance, natural or synthetic, that impairs the person's normal mental faculties or ability to care for the person and guard against casualty. Description:

Conforms amendments relating to revocation of motor vehicle registrations for repeat intoxicated drivers under ADLR proceedings with amendments that consolidate and conform offenses relating to operating a vehicle under the influence of an intoxicant. (SD1)
