RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.

Creates 3 classifications of offense of abuse of family or household member: class C felony, misdemeanor, and petty misdemeanor. (KANNO, MATSUURA)

RELATING TO PROBATION.

Allows family court and adult probation officers to provide information to a victim, victim's advocate, and immediate members of the victim's family about violations of any term or condition of probation and the location of the probationer; provides immunity to probation officers for release of information. PROPOSING AN AMENDMENT TO ARTICLE I OF THE HAWAII CONSTITUTION, TO ADD A SECTION ON CRIME VICTIMS' RIGHTS.

Proposes an amendment to the state constitution to give crime victims constitutionally recognized and protected rights. (CHUMBLEY)

RELATING TO SENTENCING FOR DRUGS AND INTOXICATING COMPOUNDS OFFENSES.

RELATING TO THE JUDICIARY.

Establishes a permanent drug court in the first circuit court, and appropriates money for drug treatment programs for incarcerated inmates and parolees, and boot camp programs for the treatment of drug offenders. (KANNO)

Expands the drug court program in Maui county to rural areas of Maui, including any drug treatment and rehabilitation programs connected with the drug court.

MAKING AN APPROPRIATION FOR SUBSTANCE ABUSE TREATMENT SERVICES.

Appropriates funds to DOH for specialized substance abuse treatment services for pregnant women and families involved with child protective services who have children under five years of age, for men, and for teenagers, provided that funds are matched by private or federal sources. RELATING TO CORRECTIONS.

MAKING AN APPROPRIATION FOR A SENTENCING SIMULATION MODEL.

Appropriates matching funds to continue the sentencing simulation project.

RELATING TO SUBPOENAS.

Requires that police officers be paid overtime compensation for being subpoenaed during off-duty periods. Requires the State to reimburse the counties for 50% of the overtime compensation. (BUNDA (BR))
