RELATING TO STATE LEASES.

Provides that the current agricultural lessee has a right of first preference to re-lease the property on expiration; credits appraised value of specified infrastructure installed by the current lessee toward the price the current lessee must match in exercising the lessee's right of first preference; limits lessee's right of first preference within sixty days after auction; authorizes DLNR to negotiate long-term leases under specific terms, conditions, and restrictions with certain lessees of agricultural land; allows DLNR to adopt rules; specifies that within six months from the Act's effective date, DLNR shall notify all agricultural lessees of the Act.

RELATING TO FINANCIAL INSTITUTIONS.

Requires financial institutions to file statement of assets and liabilities with commissioner rather than publishing statement; clarifies amount to be credited to the compliance resolution fund. (SD1)

RELATING TO CORRECTIONS.

Requires adult women charged with or convicted of crimes and juvenile females adjudicated for offenses that would be crimes if committed by an adult or who are adjudicated delinquents, to be provided a range and quality of programming substantially equivalent to the range and quality offered to males.

RELATING TO ELECTRONIC AGE VERIFICATION.

Requires magnetic strips or bar codes to be placed on all driver's licenses and state civil identification cards to allow for electronic verification of the age of the licensee and detection of fraudulent cards. Requires use of optical scanners to verify age at the time of alcohol sales. Imposes penalties.

RELATING TO THE HAWAIIAN HOME LANDS COMMISSION ACT.

Authorizes department of Hawaiian home lands to hire its own staff attorney.
