RELATING TO REIMBURSEMENT FOR MEDICAID COVERED DENTAL SERVICES.

Increases the reimbursement rate to dentists providing Medicaid-covered dental services to    % of the 75^th percentile of the 1991 fee profile. Appropriates $       for FY 2001-2002 and $       for FY 2002-2003 to pay for the rate increase, to be expended by the department of human services.

RELATING TO DENTISTRY.

Requires the board of dental examiners to adopt rules to license dentists to practice as employees of, or volunteers for, safety net dental providers without having to pass the Hawaii dental licensing examination.

MAKING AN APPROPRIATION FOR BLINDNESS SKILL TRAINING.

Makes $25,000 appropriation to obtain a $225,000 grant from the U.S. Department of Education for teachers to teach blindness skills to individuals age fifty-five or older with severe visual impairment or blindness.

RELATING TO HUMAN SERVICES.

Requires compliance with federal requirements to maximize the receipt of federal matching funds to support the State's efforts to delink welfare and medical assistance.

RELATING TO INFORMATION ON THE NATURAL PARENTS OF THE ADOPTED MINOR CHILD.

Exempts the Department from the statutory requirements for medical information on natural parents of the prospective adopted minor child when it will expedite the adoption process and it is in the best interests of the child.

RELATING TO FUNERAL ASSISTANCE PAYMENTS.

Allows the respective county medical examiner or coroner to submit an application for funeral payments under the Department's funeral payment program on behalf of an unclaimed corpse more than sixty days after the date of death of the deceased.

RELATING TO MEDICAL ASSISTANCE RECOVERY.

Expands the scope of the notice requirements to require that all parties make reasonable inquiry as to whether a claimant has received or is receiving medical assistance, and give timely written notice of any claim or action to the Department.

RELATING TO CHILD CARE.

Adds child abuse checks as a requirement for licensed child care providers and staff, and requires the Department to disclose verified criminal history and child abuse information on employees to their employers.

RELATING TO REIMBURSEMENT FOR NON INSTITUTIONAL PROVIDERS OF MEDICAL CARE FOR SERVICES.

Allows the Department to change its current method of reimbursement to non institutional providers of medical care from the customary methodology based on the charges of providers in a specialty to rates established by a fee schedule.

RELATING TO OHANA CONFERENCING.

Encourages the consideration of "ohana conferencing" as a practice in the resolution of child protective cases.

RELATING TO YOUTH.

Provides for the establishment of one or more community youth investment demonstration projects in Hawaii's counties to reduce juvenile incarceration, teach youth accountability to victims and the community, and invest in early intervention and prevention.

RELATING TO FAMILY CHILD CARE.

Makes general amendments to the family child care home law, including setting a $1 million insurance policy limit per provider, extending the law to include renters, and allowing the board to limit the number of family child care homes to 3% of all units. Removes repeal date for the law.

RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Amends the affordable housing ratio for the undeveloped parcels in the Villages of Kapolei, Leiali'i and La'i'opua.

RELATING TO TAXATION.

Increases the low-income renter's tax credit to $100.
