RELATING TO HOUSING.

Provides that of the twenty-five per cent that is paid into the rental housing trust fund from the taxes collected from the conveyance tax, one-half is to be used for the homeless assistance program under the housing and community development corporation of Hawaii. Appropriates funds out of the rental housing trust fund to the housing and community development corporation of Hawaii to operate the women and families shelter under the Institute for Human Services, Inc.

Provides for the establishment of one or more community youth investment demonstration projects in Hawaii's counties to reduce juvenile incarceration, teach youth accountability to victims and the community, and invest in early intervention and prevention.

RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Establishes a resident advisory board or boards comprised of residents who are directly assisted by the housing and community development corporation of Hawaii under the federal assistance programs.
