Allows tax credit to businesses that offer drug treatment to their employees for tax years after 12/31/2000. Makes credit equal to 50% of any additional cost to the health insurance premium

RELATING TO THE ENFORCEMENT OF THE TOBACCO SETTLEMENT AGREEMENT

Establishes the Tobacco Enforcement Special Fund. Exempts the Fund from central service surcharges and the reimbursement for departmental administrative expenses. Revises the distribution of the tobacco settlement moneys.

Allows for verification and certification of the existence of a birth, death, marriage, or divorce certificate and the essential facts of the vital event which are contained in the certificate in lieu of the issuance of a certified copy of the certificate
