Creates welfare safety net program called "Keeping Hope Alive" in DHS to issue vouchers for children in families that will be coming off welfare after the maximum 5 years for housing, child care, clothing, and school supplies. Makes appropriation. Requires case management for such families

RELATING TO THE ELDERLY

Appropriates funds to the executive office on aging for collaborative programs with private agencies relating to elder wellness and to contract an independent evaluation of these elder wellness programs.

Establishes a breast and cervical cancer treatment program for individuals who are diagnosed by the Hawaii breast and cervical cancer control program who are not eligible to receive Medicaid benefits for treatment, and for other uninsured with breast or cervical cancer, or both. Creates a special fund to cover the costs to certify sign language interpreters. Appropriates moneys to the special fund for start up purposes
