RELATING TO SUBSTANCE ABUSE.

Mandates substance abuse assessment or treatment for offenders under the custody of the department of public safety.

Establishes a substance abuse policy council within the office of the governor to develop statewide policy regarding education, prevention, and treatment programs.

RELATING TO CONTROLLED SUBSTANCES.

Revises statutory provisions regulating the use of marijuana for medical purposes.

making an appropriation to establish a transitional Drug Treatment program.

Appropriates $500,000 as a grant-in-aid subsidy to the Kauai Island Ministries for its transitional drug treatment program for FY 2001-2002.

MAKING AN APPROPRIATION FOR CRIME PREVENTION THROUGH THE REHABILITATION OF YOUTH GANG MEMBERS.

Appropriates $400,000 to be expended by the department of human services to implement a youth gang rehabilitation program applying the redirectional method.

RELATING TO THE ENFORCEMENT OF THE TOBACCO SETTLEMENT AGREEMENT.

Establishes the Tobacco Enforcement Special Fund. Exempts the Fund from central service surcharges and the reimbursement for departmental adminsitrative expenses. Revises the disribution of the tobacco settlement moneys.

SB 992

RELATING TO TOBACCO.

Establishes the Cigarette Tax Stamp Enforcement Special Fund and the Cigarette Tax Stamp Administrative Special Fund. Prohibits the resale of cigarettes purchased at sales outlets operated under the regulations of the Armed Services of the United States. And creates a presumption that all cigarettes are subject to the cigarette tax. Seeks appropriations from state general revenues to pay for the initial monitoring, administration, and enforcement of the cigarette tax stamp.

relating to prescription drugs.

Adds a new part on fair prescription drug prices.

RELATING TO THE CHILDREN'S ADVOCACY PROGRAM.

Renames the children's advocacy program to the children's justice program. Requires the program to coordinate information sharing among participating agencies. Redefines mission.
