pROPOSING AN AMENDMENT TO ARTICLE XII OF THE CONSTITUTION OF THE STATE OF HAWAII TO ESTABLISH AN OFFICE OF HAWAIIAN HOME LANDS. Provides for a constitutional amendment to create the Office of Hawaiian Home Lands as a political subdivision. |

RELATING TO THE ESTABLISHMENT OF A HAWAIIAN AUTONOMY TRUST. Authorizes the creation of a Hawaiian Autonomy Trust, which will be a private non-profit entity composed of Hawaiians elected by Hawaiians. Transfers to the trust, upon approval of Congress, the assets controlled by OHA and DHHL. Abolishes OHA and DHHL. |

Authorizes the Department to require a successor or successors who receives a homestead lease due to the death of a lessee leaving no qualified successor, or the cancellation of a lease by the Department, or the surrender of a lease by the lessee, to secure private financing to repay any advances made from the Hawaiian home loan fund or Hawaiian home general loan fund. |

Exempts the descendants of native Hawaiian individuals who received a homestead lease pursuant to the Acts of 1934 and 1952 referenced in section 209(a) from the blood requirements to succeed to homestead lease in the same manner that non-native Hawaiians are currently exempt. |
