pROPOSING AN AMENDMENT TO ARTICLE XII OF THE CONSTITUTION OF THE STATE OF HAWAII TO ESTABLISH AN OFFICE OF HAWAIIAN HOME LANDS.

Provides for a constitutional amendment to create the Office of Hawaiian Home Lands as a political subdivision.

RELATING TO THE ESTABLISHMENT OF A HAWAIIAN AUTONOMY TRUST.

Authorizes the creation of a Hawaiian Autonomy Trust, which will be a private non-profit entity composed of Hawaiians elected by Hawaiians. Transfers to the trust, upon approval of Congress, the assets controlled by OHA and DHHL. Abolishes OHA and DHHL.

RElating to special attorneys general.

Appropriates funds for the Attorney General to appoint two special deputy attorneys general to defend against lawsuits brought by Patrick Barrett against the State and John Carroll against various State department heads based on alleged constitutional violations of certain government entities.

Appropriates funds to assist in Native Hawaiian sovereignty upon the enactment of federal legislation to begin the process of Native Hawaiian self determination. (SD1)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Clarifies that the requirements to report to the legislature annually on lands leased or subleased applies only to those lands leased in accordance with chapter 171.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Requires that a majority of the Hawaiian homes commission be comprised of members with at least one quarter Hawaiian blood.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Authorizes the Department to require a successor or successors who receives a homestead lease due to the death of a lessee leaving no qualified successor, or the cancellation of a lease by the Department, or the surrender of a lease by the lessee, to secure private financing to repay any advances made from the Hawaiian home loan fund or Hawaiian home general loan fund.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Exempts the descendants of native Hawaiian individuals who received a homestead lease pursuant to the Acts of 1934 and 1952 referenced in section 209(a) from the blood requirements to succeed to homestead lease in the same manner that non-native Hawaiians are currently exempt.

Establishes a Hawaiian affairs task force, jointly chaired by the house and senate, to research and suggest options for the future of the Hawaiian people.

Appropriates $1 to establish infrastructure for lessees in Maunalaha subdivision.
