MAKING AN APPROPRIATION FOR ADDITIONAL SCHOOL CLERICAL POSITIONS.

Appropriates funds to the department of education for 312 FTE, temporary, school clerical positions to partially implement the recommendations of the 1990 school and district office clerical staffing study. Requires the department to allocate these temporary positions according to pupil enrollment.

RELATING TO EDUCATION.

Establishes the Pearl City high school cultural center reserve account in the state treasury. Requires moneys in the reserve account to be used for the repair and maintenance of the cultural center, including the purchase of equipment and supplies. Transfers excess moneys to the state general fund.

RELATING TO THE REPAIR AND MAINTENANCE OF SCHOOLS.

Establishes the school-level minor repairs and maintenance special fund. Allows an individual whose state income tax credit for any taxable year is $2 or more to designate $2 of the same to be paid over to the special fund.

Requires the chief procurement officer to establish procurement preference guidelines for private contractors who provide volunteer assistance on school R&M projects.

RELATING TO PUBLIC SCHOOLS.

Establishes the Hawaii school repair and maintenance trust fund as a separate fund of Hawaii 3R's, a nonprofit corporation, for coordination of private and federal efforts to repair and maintain public schools. Establishes a tax credit and procurement procedures for state contracts.
