RELATING TO THE HAWAII HURRICANE RELIEF FUND.

In anticipation of the cessation of HHRF's insurance program, gives the HHRF board of directors the power to suspend special mortgage recording fees imposed under HHRF law on all mortgages filed with the Bureau of Conveyances. Extends the authorization to issue reimbursable general obligation bonds to preserve federal tax exempt status. (HB596 HD1)

RELATING TO CAPTIVE INSURANCE.

Amends the definition of "lease capital facility." Includes new definitions of "participant", "participant contract", "protected cell", and "sponsor". Provides that one or more sponsors may form a leased capital facility to ensure risks of its participants. Provides that the risks of participants shall be insured through participant contracts that segregate each participant's liabilities through one or more protected cells. (HB1243 HD1)
