Authorizes an emergency appropriation ($41,247,070) for fiscal year 2000-2001 for Felix consent decree requirements.

MAKING AN EMERGENCY APPROPRIATION FOR EARLY INTERVENTION SERVICES.

Authorizes an emergency appropriation ($7,217,390) to supplement the existing budget to provide early intervention services mandated by P.L. 105-17, the Individuals with Disabilities Education Act, part C, and required for compliance with the Felix v. Cayetano revised consent decree filed August 3, 2000.

RELATING TO Special EDUCATION.

Requires the DOE to research the extent of the educational assistant shortfall, to train them to handle special education students, and to provide an educational assistant in each classroom with 4 or more special education students.

RELATING TO FOSTER BOARD ALLOWANCES FOR STUDENTS.

Clarifies that higher education board allowances are available to eligible persons who were formerly foster children.

Persons wishing to testify should submit 40 copies of their testimony for the JOINT EDU/HHS AND THE HHS/EDU ONLY hearing and 30 copies of the EDU ONLY to the committee clerk, Room 213, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
