Requires the financial analysis of expenditures by the DOE to utilize analytical techniques that include examining trends, deviation from the norm or average, school-by-school comparison, and costs and benefits. Requires a financial analysis of expenditures with respect to "program" and "per pupil costs".

Establishes a merit pay program under which principals are awarded additional pay if their school improves in measurable areas of performance.

Requires the BOE to be composed of 17 voting members elected in a nonpartisan manner by the qualified voters of the respective school board districts, as provided by law. Requires each school board district to be composed of not less than 3 and not more than 4 representative districts.
