Appropriates funds for the school-to-work system. Requires the Hawaii state school-to-work executive council strategic plan to target specific best practices relating to career development.

relating to school-to-career initiatives.

Requires the superintendent of education, the president of the University of Hawaii, and the director of human services to enter into an interagency agreement to establish the interagency partnership for school—to—career programs. Establishes the duties of the partnership and appropriates funds for the same.

RELATING TO REALLOCATION OF VACANT LIBRARY POSITIONS.

Makes permanent the authority of the State Librarian to administratively reallocate vacant positions and establish temporary positions.

RELATING TO SCHOOL PERSONNEL.

Repeals the requirement that principals and vice-principals have served as teachers for a period of not less than five years. Requires principals and vice-principals to have appropriate school-level experience as determined by the department of education (DOE). Authorizes the DOE, on a case-by-case basis, to waive the certification requirements and school-level experience for vice-principal candidates with appropriate administrative experience.

Provides that department of education may rehire retired teachers in teacher shortage areas, with prior approval of superintendent and pursuant to collective bargaining.

Authorizes the Hawaii teacher standards board to develop, implement, and administer a support program for National Board Certification candidates in the DOE; increases bonus for certified teachers to $5,000 for each year certificate is valid; appropriates funds.

Makes the Hawaii teacher standards board, rather than the DOE, responsible for the licensing and credentialing of teachers.

Establishes a separate bargaining unit under the State's collective bargaining law for educational officers by removing from bargaining Unit 6, other DOE personnel on the same salary schedule. Places employees displaced from Unit 6 into a new bargaining Unit 14.

Requires the BOE, before 7/1/2002, to adopt a classification and compensation structure for educational officers that more accurately reflects the level of work being performed.

Requires teachers to receive their normal annual increment or longevity increase, as the case may be, for a year's satisfactory service in any fiscal year that an increase in the appropriate salary schedule is effected, except as provided by law.

Reverses the after-the-fact payroll for bargaining unit 5 (teachers) only, by returning their pay dates to a predicted payroll, i.e., to the 15th and last day of every month.
