RELATING TO ENTERPRISE ZONES.

Amends the definition of "medical and health care services" to specify that the definition means medical research, clinical trials, telemedicine, and medical treatment or services provided by a health care facility or health care provider. Defines "health care facility" and "health care provider" under the enterprise zones law.

RELATING TO ENTERPRISE ZONES.

Broadens scope of the types of businesses that qualify for a "qualified business" designation within the Barbers Point/Kalaeloa enterprise zone to include any lawful business situated within the zone.

RELATING TO THE TOBACCO TAX.

Adjusts the tobacco tax rate in accordance with increases or decreases in the Consumer Price Index for the Honolulu region.

RELATING TO GENERAL EXCISE TAX.

Provides a .5% GET rate for goods that are sold by a GET licensee to another GET licensee that are not resold, consumed or used outside of the purchasing licensee's business.

RELATING TO AN ANNUAL GENERAL EXCISE TAX HOLIDAY.

Establishes an annual general excise tax holiday for consumers and businesses that sell clothing under $100 on condition that businesses pass the savings on to consumers.

RELATING TO INCOME TAX.

Increases the income tax deductions for businesses from 50% to 100% for meals and entertainment expenses. Allows business entertainment deduction for club dues.

RELATING TO TAXATION.

Establishes a tax credit for revitalization of older commercial facilities, including retail, hotel, warehouse, and industrial facilities; provided that either the facility or the commercial district where the facility is located is at least twenty-five years old; projects over $2,500,000 required to pay prevailing wages under chapter 104, Hawaii Revised Statutes.

MAKING AN APPROPRIATION FOR COMMUNITY-BASED ECONOMIC DEVELOPMENT.

Appropriates funds for the planning, design, and construction of physical improvements selected as part of an existing or emerging comprehensive, regional, multi-sector community-based strategic action planning process coordinated by the Hawaii Alliance for Community-Based Economic Development.

RELATING TO REAL PROPERTY LEASES.

Gives certain lessees and sublessees the option of extending the remainder of their lease to full term, or acquiring the leased fee interest in the property from the lessor for fair market value in accordance with the uniform standards of professional appraisal practice, either by agreement or through condemnation.

Exempts from the definition of "public utility" persons with an exclusive wireless telecommunication license from the Federal Communications Commission.

RELATING TO INTOXICATING LIQUOR.

Amends state law regarding the labeling, designation, or sale of liquor to make it unlawful to use Hawaiian names, language, symbols, seals, designs, or pictures in a manner intended to lead the consumer to believe that the liquor was manufactured in the State, unless the liquor meets specific manufacturing requirements in compliance with federal law.

Appropriates $750,000 to the DBEDT to host the 35th International General Meeting of the

Pacific Basin Economic Council.
