RELATING TO CONTINUING EDUCATION COURSES AND COURSE PROVIDERS FOR INSURANCE LICENSEES.

Allows the Department to assess fees for the approval of courses and providers of continuing education credits required for insurance licensees.

RELATING TO CONTRACTORS.

Prohibits the restoration of a forfeited contractor's license when the contractor fails, refuses, or neglects to acquire or reinstate an expired or canceled workers' compensation insurance.

RELATING TO THE CONVERSION OF PROFESSIONAL AND VOCATIONAL LICENSES.

Allows professional and vocational licenses of business entities to be converted when the underling entity has been converted or merged to form a new entity.

Proposes amendments to the mortgage broker and solicitor licensing law.

RELATING TO PRODUCER LICENSING.

Adopts the National Association of Insurance Commissioners' Producer Licensing Model Act. Simplifies and organizes statutory language to improve efficiency and reduces costs associated with issuing and renewing insurance licenses.

Repeals educational requirements for examination and licensure that were effective December 31, 2000.

Proposes revisions to applicant testing and licensure.

Establishes requirements for a leased capital facility captive insurance company, including requirements as to formation, application, insurable risks, change in business plan, use and transfer of assets, financial accounting, report filings, and contractual disclosures.

RELATING TO CONSUMER PROTECTIONS FOR DEPOSITORY INSTITUTION SALES OF INSURANCE.

Provides greater consumer protection in retail sales of insurance products and annuities by depository institutions or by persons engaged in sales activities.

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 25 copies of their testimony (two-hole punched at top of page) to Room 016, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
