RELATING TO INTOXICATING LIQUOR.

Amends state law regarding the labeling, designation, or sale of liquor to make it unlawful to use Hawaiian names, language, symbols, seals, designs, or pictures in a manner intended to lead the consumer to believe that the liquor was manufactured in the State, unless the liquor meets specific manufacturing requirements in compliance with federal law.

RELATING TO THE PUBLIC SERVICE COMPANY TAX.

Effectuates an agreement entered into by the State of Hawaii, the City & County of Honolulu, the County of Maui, the County of Kauai, the County of Hawaii, and a number of public service companies by providing for a sharing of the public service company tax revenues with those counties that establish by ordinances a exemption from real property tax for public service companies.

RELATING TO TOBACCO PRODUCTS.

Creates statewide licensure mechanism for retail tobacco sales that provides for licensing retail tobacco vendors, inspections and enforcement, adjudication of fines and penalties, training and education for retail merchants and public awareness of the State's statute governing the sale of tobacco to minors.

relating to chiropractic.

Clarifies the practice of chiropractic to include referrals for laboratory tests, physical therapy, and massage therapy; clarifies articulations and manipulative therapies; defines "extraspinal". Removes the requirement from the violations and penalty section that the word "chiropractor" or "D.C." immediately follow a person's name if the word "doctor" or the prefix "Dr." is used.

RELATING TO LIMITING HURRICANE PROPERTY INSURANCE RISK.

Requires risks among hurricane property insurers to be spread as much as possible so that in case of a catastrophic event, the financial health of these insurers are minimally exposed.
