RELATING TO ANTITRUST. Establishes the Antitrust and Consumer Protection Trust Fund. Authorizes the deposit of 10 per cent of all antitrust judgments and settlements received by the State into the Trust Fund. Authorizes the deposit of up to $150,000 from the Attorney General's general fund appropriation to capitalize the Trust Fund. |

RELATING TO TOBACCO. Designates as illegal any package of cigarettes that bears a brand name that is a registered trademark of a participating manufacturer and the package was imported by anyone other than the participating manufacturer. Establishes a criminal offense for any person to affix any cigarette stamp to the package of any cigarettes that are illegal or altered. |

RELATING TO TOBACCO. Establishes the Cigarette Tax Stamp Enforcement Special Fund and the Cigarette Tax Stamp Administrative Special Fund. Prohibits the resale of cigarettes purchased at sales outlets operated under the regulations of the Armed Services of the United States. And creates a presumption that all cigarettes are subject to the cigarette tax. Seeks appropriations from state general revenues to pay for the initial monitoring, administration, and enforcement of the cigarette tax stamp. |

relating to contractors. Transfers responsibility for enforcing the laws regarding the owner-builder licensing exemption and registration from the Regulated Industries Complaints Office to the counties. Establishes fines for violators. |

relating to captive insurance. Amends the definition of "lease capital facility." Includes new definitions of "participant," "participant contract," "protected cell," and "sponsor." Provides that one or more sponsors may form a leased capital facility to ensure risks of its participants. Provides that the risks of participants shall be insured through participant contracts that segregate each participant's liabilities through one or more protected cells. |
