Your Committee on Commerce and Consumer Protection, to which was referred S.B. No. 3045, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO HEALTH INSURANCE,"
begs leave to report as follows:
The purpose and intent of this measure is to require all health insurers, including Medicaid managed care programs, to cover the cost of continuous glucose monitors and related supplies, under certain conditions, for all insurance policies, contracts, plans, or agreements issued or renewed in the State after December 31, 2026.
Your Committee received testimony in support of this measure from the Department of Human Services, State Health Planning and Development Agency, Hawaii Medical Association, American Diabetes Association, Hawaii Healthcare Task Force, Hilo Benioff Medical Center Foundation, and four individuals.
Your Committee received comments on this measure from the Insurance Division of the Department of Commerce and Consumer Affairs, Office of the Auditor, Hawaiʻi Primary Care Association, Hawaii Medical Service Association, and Hawaii Association of Health Plans.
Your Committee finds that diabetes detection and treatment, ongoing self‐management, and improved delivery of care are critical for improving health outcomes for residents with diabetes in the State. This measure would expand access to effective glucose monitoring, help prevent high-cost acute events, and reduce administrative inconsistencies across health plans issued in the State.
As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3045, S.D. 1, and recommends that it pass Third Reading.
