SB 2091

      Status & Testimony

RELATING TO PUBLIC UTILITIES.

Requires all telecommunications service providers to communicate relevant information relating to the deenergization of electrical lines to public safety or emergency response offices for the affected areas.  Requires all electric utility companies to operate electrical lines and equipment in a manner that shall minimize the risk of catastrophic wildfire posed by the electrical lines and equipment.  Requires each electric utility company to prepare a wildfire mitigation plan and protocols for deenergizing electrical lines.

SB 2092

      Status & Testimony

RELATING TO PUBLIC UTILITIES.

Requires the Public Utilities Commission to direct each electric and gas utility company in the State to file proposals for programs to provide certain benefits to residential property owners in fire-prone areas to reduce or eliminate the impacts of wildfires on residential properties or to purchase emergency equipment or supplies for use in deenergization events.

RELATING TO FIRE PROTECTION.

Authorizes the use of the reduced ignition propensity cigarette program special fund to support the State Fire Council and its programs and activities, including for the hiring of administrative personnel.

RELATING TO PUBLIC SAFETY.

Repeals section 46-19.8, Hawaii Revised Statutes, to allow the counties to determine the proper requirements for fire sprinkler systems in residences.

SB 2093

      Status & Testimony

RELATING TO FIREWORKS.

Establishes jurisdiction for the Department of Law Enforcement over enforcement of chapter 132D, HRS, relating to illegal fireworks.  Establishes provisions for police and fire officers to enter premises and for the Director of Law Enforcement to inspect premises.  Requires license and permit holders to maintain records and report instances of illegality in relation to fireworks.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.

RELATING TO LAW ENFORCEMENT.

Requires police commissions to establish and police officers to complete training programs on cultural competency and implicit bias and racial and ethnic sensitivity.  Requires the Department of Law Enforcement to establish and law enforcement officers to complete training programs on cultural competency and implicit bias and racial and ethnic sensitivity.  Requires police commissions to ensure that all full-time police officers receive crisis intervention training related to interaction with persons with mental disabilities.  Requires police commissions to establish policies for officer interaction with persons with mental disabilities and homeless persons.

      Status & Testimony

RELATING TO CORRECTIONS.

Requires the Department of Corrections and Rehabilitation to establish a two-year pilot program to allow inmates incarcerated at the women's community correctional center to foster pets while incarcerated.  Requires DCR to submit a report to the Legislature.  Appropriates funds.
