RELATING TO GOVERNMENT.

Provides that a retirant may be employed without reenrollment in the Employees' Retirement System and suffer no loss or interruption of benefits provided by the system or under Chapter 87A, HRS, if the retirant is employed as an investigator in a position identified by the Department of the Attorney General as a labor shortage or difficult-to-fill position, subject to certain conditions.  (SD1)

RELATING TO LABOR.

Transfers the Workforce Development Division from being directly part of the Department of Labor and Industrial Relations to the Workforce Development Council, an entity that is administratively attached to the Department of Labor and Industrial Relations.  (SD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Requires the Hawaii Employer-Union Health Benefits Trust Fund base composite monthly contribution to be adjusted annually beginning 1/1/2025 by increasing the contribution in effect on 1/1/2024 by 5.2 per cent, and thereafter based on the changes in Medicare part B premiums for the previous plan year.

RELATING TO TAXATION.

For taxable years beginning after December 31, 2023, temporarily reinstates the Technology Infrastructure Renovation Tax Credit and expands the definition of "technology-enabled infrastructure" to include data servers.

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT.

Appropriates moneys to the Department of Human Resources Development to establish 3.0 permanent, full-time equivalent human resources specialist positions and to establish fifty full-time equivalent intern positions and funds to provide equipment, supplies, promotional materials, marketing, advertising, training, and travel necessary to implement and manage the intern glide path program.  Appropriates moneys.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
